City Council Approves $36.7 Million Capital Improvements Plan for FY2026

 
 
 

The City Council has officially adopted the Fiscal Year 2026 Capital Improvements Program (CIP), approving a $36.7 million investment in critical infrastructure across the community.

Adopted on February 17, the plan reinforces the City’s strong commitment to maintaining infrastructure, protecting past investments, and exercising fiscal discipline.

Of the total $36.7 million capital budget:
• $23.2 million is cash-funded
• Debt is limited to just two categories: mobility and stormwater
• Water, wastewater, parks, community facilities, and enhancements are fully cash-funded
• After retiring existing debt this year, the net increase in total outstanding debt is only $5.2 million

This approach reflects a long-term strategy focused on sustainability and financial responsibility while continuing to invest in essential services.

One of the most notable projects included in this year’s program is the acquisition of approximately 14.78 acres at 2400 N. Carroll Avenue — the former CISD Old Dragon Stadium site.

This strategic purchase preserves valuable land for future park development and ensures space is available to meet the community’s long-term recreational needs.

The City maintains 205 miles of roadways, with an average age of 29 years. Proactive maintenance remains essential to extending pavement life and controlling long-term costs.

Adopting the Capital Improvements Program establishes funding priorities and the financial framework for infrastructure investments.

However, adoption does not automatically authorize construction of every project. Individual projects will move through detailed design and require separate Council approval for expenditures exceeding $100,000.

The Capital Improvements Program is reviewed and updated annually to reflect changing conditions, updated cost estimates, and evolving community needs.
